Implementation Evaluation of the Funza Lushaka Bursary Programme

JET was commissioned in 2014 to undertake an implementation evaluation of the Funza Lushaka Bursary Programme as part of the Department of Planning Monitoring and Evaluation's 2014/15 National Evaluation Plan. 

The programme was established in 2007 to increase the supply of competent teachers and promote teaching as a profession by making bursaries are available to eligible students to complete a teaching qualification in an area of national priority..

The Minister in the Presidency responsible for Planning, Monitoring and Evaluation, Jeff Radebe announced at a media briefing that JET's report on the Implementation Evaluation of the Funza Lushaka Bursary Programme had been accepted by Cabinet. On the basis of the report, the Department of Basic Education made certain improvements to and will also consider the expansion and supplementation of the programme.

The evaluation found that found that “Empirical evidence shows that the design of the programme is relevant in terms of its political, economic and social context. It is also largely appropriate in terms of the complex environment in which it is implemented".
