Eleanor is a monitoring and evaluation (M&E) specialist and researcher with 17 years of experience in the education and social sectors in South Africa and Sub-Saharan Africa. She is the Executive Manager of Monitoring and Evaluation at JET Education Services, a University of Johannesburg Research Associate and a legacy South African Monitoring and Evaluation Association (SAMEA) Board member.

Since joining JET in 2013 Eleanor has led over 25 M&E projects including several multi-year and complex evaluations which are of national importance. Eleanor has been the technical M&E lead on three evaluations for the Department of Planning, Planning, Monitoring and Evaluation (DPME) in the National Evaluation Plan: of the National School Nutrition Programme, the Funza Lushaka Bursary Programme and the Curriculum Assessment Policy Statements. Eleanor led a clarification, process, outcomes and impact evaluation of the Grade R Early Mathematics project in the Western Cape, the project was selected as one of six mathematics projects worldwide profiled in the Learning at Scale study of impact on foundational learning outcomes at scale.

Eleanor has provided M&E support across Africa, assisting Ministries of Education in Zambia, Swaziland, the Democratic Republic of Congo and Mozambique to customize monitoring, evaluation and reporting frameworks for the Care and Support for Teaching and Learning programme, a Southern African Development Community (SADC) initiative. In 2021-2022, Eleanor developed a guideline, and training module and delivered training on monitoring and evaluation in the context of National Qualifications Frameworks and the African Continental Qualifications Framework.

In her capacity as SAMEA Board member, Eleanor co-conceptualised and organised the 2021 evaluation hackathon, led the evaluation during times of crisis theme and supported teams to develop a virtual evaluation guideline and design rapid evaluations. Eleanor supported the finalisation of the virtual evaluation guideline and delivered online and in-person training on virtual evaluation as part of the SAMEA 2023 and 2024 capacity-building workshop series.
